§ 36-64. Water shortage deemed in light of reserve water supply.

A water shortage may be declared to exist when the usable water storage supply available through the facilities of the city shall have reached the point were the usable supply has been so reduced that the citizens cannot be supplied with water to protect their health and safety without substantially curtailing the water demand.
