No person, association of persons, committee, firm or corporation shall organize or
engage in a parade or demonstration anywhere within the corporate limits of the city
without having filed more than 24 hours prior thereto with the chief of police a written
statement of the intention and purpose of the parade or demonstration and the name
or names of the person or persons, association, committee, firm or corporation in
charge of the parade or demonstration; and without having first filed with the city
clerk a bond conditioned upon payment to the city of the costs of any police escort,
guide or protection involved in or connected with the parade or demonstration and
the costs of any extra police protection required; and further conditioned upon the
payment to the city of any damages to any of the city's streets, sidewalks, signs
or other property which may be caused directly or indirectly by such parade or demonstration;
and conditioned further upon payment for any damages to any property; provided, however,
that no notice by the chief of police or bond shall be required of the parade conducted
solely in connection with any elementary school or high school event or in connection
with the observance of any patriotic, state or national holiday.
