§ 26-1. Receptacles; maintenance of premises; exception.

  • (a)

    No person shall throw, deposit, store or otherwise permit to remain any garbage, refuse, litter, waste materials or other debris on any vacant or occupied private property within the city, whether owned by such person or not. However, the owner or person in control of private property may maintain authorized private receptacles for collection in such a manner that litter or other debris will be prevented from being viewed from the street, sidewalk or other public place or being blown or otherwise carried or deposited by the elements upon any street, sidewalk or other public place or upon any other private property.

    (b)

    The owner or person in control of any private property shall at all times maintain the premises free of litter, debris, construction waste, junked or abandoned appliances, auto parts, tires or any other litter, waste, debris, garbage or other waste or abandoned materials.

    (c)

    This section shall not prohibit the storage of construction materials or other salvage materials provided such materials are stored in a neat and orderly manner, or shielded or screened from public view.
